Ruhullah Al-Khumaini writes: “Abu Abdillah As-Sadiq (a.) is reported to have said: “Beware of the judgment, for the judgment belongs only to the one who is aware of the decision, among the Muslims, a just Imam: A prophet or the trustee (Wasi) of a prophet.” As-Saduq reported it with a chain of transmission from Sulaiman Ibn Khalid and you see that the one who judges or judges between the people must necessarily be an imam who is knowledgeable about the laws and judgments and these conditions are met by none other than a prophet or the trustee (Wasi) of a prophet.I have already stated that no one is authorized to judge except the just understanding (Faqih) and by the understanding (Faqih) is meant the one who is familiar with the contents of faith and judgments and regulations and Islamic conduct, who is aware of everything that has been transmitted by the Messenger of God (s). The Imam limited the judging to the one who is a prophet or the trustee (Wasi) of a prophet, and by the fact that the understanding (Faqih) is not a prophet, he is therefore the trustee (Wasi) of the prophet and in the time of concealment the sole Imam and leader of the Muslims and just judge between them.” [Al-Hukumat-ul-Islamiyyah, page 76]
