Al-Khumaini declares his government an important part of the faith (Iman)

Ruhullah Al-Khumaini writes:

فالولاية تعني حكومة الناس وإدارة الدولة وتنفيذ أحكام الشرع

“Governorship is therefore the government of the people, the administration of the state and the execution of legal judgments.” [Al-Hukumat-ul-Islamiyyah, page 50]

النبي (ص) لم يكن يكتفي في أيامه ببيان الأحكام وإبلاغها بل كان ينفذها فقد كان رسول الله (ص) منفذ قانون كان يعاقب فيقطع يد السارق ويجلد ويرجم ويحكم بالعدل الخليفة يراد للتنفيذ هنا تبدو أهمية تشكيل الحكومة وإيجاد المؤسسات التنفيذية وضرورة تنظيمها والإيمان بضرورة تشكيل الحكومة وإيجاد تلك المؤسسات جزء لا يتجزأ من الإيمام بالولاية والعمل والسعي من أجل هذا الهدف هو مظهر من مظاهر ذلك الإيمان بالولاية

“In his day the Prophet (s.) was not content with the clarification and the transmission of the judgments, but he used to carry them out. Thus the Messenger of God (s.) was the executor of the law. He used to execute it. So he cut off the hand of the thief and whipped and stoned and judged justly. The governor is meant for the execution. Here the importance of forming a government and creating executive institutions and the necessity of organizing them and the belief (Iman) in the necessity of forming a government and creating those institutions is an indispensable part of the belief (Iman) in the governorship and acting and striving for this goal is one of the manifestations of the belief in the governorship.” [Al-Hukumat-ul-Islamiyyah, page 19]

عليكم أن تظهروا الإسلام كما ينبغي أن يظهر عرفوا الولاية للناس كما هي قولوا لهم: إننا نعتقد بالولاية وبأن الرسول (ص) استخلف بأمر من الله ونعتقد كذلك بضرورة تشكيل الحكومة
“You must show Islam the way it should be shown. Make the people familiar with the governorship as it is. Speak to them: We believe in the governorship and that the Messenger (s.) appointed a governor by the command of God, and we also believe in the need to form a government.” [Al-Hukumat-ul-Islamiyyah, page 20]
